MODUL PLPG SERTIFIKASI GURU

Pendidikan dan Latihan Profesi Guru  (PLPG) bertujuan untuk meningkatkan
kompetensi,    profesionalisme,  dan  menentukan  kelulusan  guru  peserta
sertifikasi yang belum mencapai batas minimal skor kelulusan pada penilaian
portofolio.

Materi PLPG disusun dengan memperhatikan empat kompetensi guru, yaitu:
(1)  pedagogik,  (2)  profesional,  (3)  kepribadian,  dan  (4)  sosial.  Standardisasi kompetensi  dirinci  dalam materi  PLPG  ditentukan  oleh  LPTK  penyelenggara sertifikasi  dengan mengacu  pada  rambu-rambu  yang  ditetapkan  oleh Dirjen Dikti/Ketua  Konsorsium  Sertifikasi  Guru  dan  hasil  need  assesment.

Penyelenggaraan  PLPG  diakhiri  dengan  ujian  yang mencakup  ujian  tulis  dan ujian kinerja. Ujian tulis bertujuan untuk mengungkap kompetensi profesional dan  pedagogik,  ujian  kinerja  untuk  mengungkap  kompetensi  profesional, pedagogik,  kepribadian, dan  sosial.  Keempat  kompetensi  ini  juga bisa dinilai selama  proses  pelatihan  berlangsung.  Kompetensi  kepribadian  dan kompetensi  sosial  juga dinilai melalui penilaian  teman  sejawat. Ujian  kinerja dalam  PLPG  dilakukan  dalam  bentuk  praktik  pembelajaran  bagi  guru  atau praktik  bimbingan  dan  konseling  bagi  guru  BK,  atau  mengajar  &  praktik supervisi  bagi  guru  yang  diangkat  dalam  jabatan  pengawas.  Ujian  kinerja untuk  setiap peserta minimal dilaksanakan  selama 1  JP.

Peserta  dinyatakan  Lulus  PLPG apabila  SAK(Skor Akhir Kelulusan)  ≥  70,00  dengan  SUT(Skor Ujian Tulis)  tidak  boleh kurang dari 60,00 dan SUP(Skor Uji Praktik Pembelajaran)  tidak boleh kurang dari 70,00.

Pedoman/Panduan/Juknis BOS 2011

Bantuan Operasional Sekolah (BOS) adalah program pemerintah untuk penyediaan pendanaan biaya nonpersonalia bagi satuan pendidikan dasar pelaksana program wajib belajar. Namun demikian dana BOS dimungkinkan untuk membiayai beberapa kegiatan lain yang tergolong dalam biaya personalia dan biaya investasi.

Latar Belakang BOS

• UU No 20 tentang Sisdiknas: Pemerintah dan pemerintah daerah menjamin terselenggaranya wajib belajar minimal pada jenjang pendidikan dasar tanpa memungut biaya.
• Wajib Belajar 9 Tahun telah tuntas dengan APK untuk SMP/sederajat sebesar 98,11%
• PP No 48 tentang Pendanaan Pendidikan secara jelas menjelaskan jenis pendanaan pendidikan dan tanggung-jawab masing-masing tingkatan

Tujuan BOS

Program BOS bertujuan untuk meringankan beban masyarakat terhadap pembiayaan pendidikan dalam rangka wajib belajar 9 tahun yang bermutu.

Secara Khusus

• Menggratiskan seluruh siswa miskin di tingkat pendidikan dasar dari beban biaya operasi sekolah, baik di sekolah negeri maupun sekolah swasta
• Menggratiskan seluruh siswa SD negeri dan SMP negeri terhadap biaya operasi sekolah, kecuali pada sekolah bertaraf internasional (SBI) dan rintisan sekolah bertaraf internasional (RSBI)
• Meringankan beban biaya operasi sekolah bagi siswa di sekolah swasta

Sasaran BOS

• Sasaran program BOS adalah semua sekolah setingkat SD dan SMP (termasuk SMPT), baik negeri maupun swasta di seluruh propinsi di Indonesia.
• Program Kejar Paket A dan Paket B tidak termasuk sasaran dari program BOS ini.

Biaya Satuan BOS

• SD/SDLB di kota : Rp 400.000,-/siswa/tahun.
• SD/SDLB di kab : Rp 397.000,-/siswa/tahun.
• SMP/SMPLB/SMPT di kota: Rp 575.000,-/siswa/tahun.
• SMP/SMPLB/SMPT di kab : Rp 570.000,-/siswa/tahun.

Biaya satuan ini sudah termasuk untuk BOS Buku

Jenis Biaya Pendidikan

Menurut PP No 48 Tahun 2008:

• Biaya Satuan Pendidikan: biaya penyelenggaraan pendidikan pada tingkat satuan pendidikan.
• Biaya Penyelenggaraan dan/atau Pengelolaan Pendidikan:biaya penyelenggaraan dan/atau pengelolaan pendidikan oleh Pemerintah, pemerintah provinsi, pemerintah kabupaten/kota, atau penyelenggara/satuan pendidikan yang didirikan masyarakat.
• Biaya Pribadi Peserta Didik:biaya pendidikan yang harus dikeluarkan oleh peserta didik untuk bisa mengikuti proses pembelajaran secara teratur dan berkelanjutan.

Biaya Satuan Pendidikan

Terdiri dari:

• biaya investasi adalah biaya penyediaan sarana dan prasarana, pengembangan sdm, dan modal kerja tetap.
• biaya operasi, terdiri dari biaya personalia dan biaya nonpersonalia.
• bantuan biaya pendidikan yaitu dana pendidikan yang diberikan kepada peserta didik yang orang tua atau walinya tidak mampu membiayai pendidikannya
• beasiswa adalah bantuan dana pendidikan yang diberikan kepada peserta didik yang berprestasi.

Biaya Personalia dan Nonpersonalia

• biaya personalia terdiri dari gaji pendidik dan tenaga kependidikan serta tunjangan-tunjangan yang melekat pada gaji.
• biaya nonpersonalia adalah biaya untuk bahan atau peralatan pendidikan habis pakai, dan biaya tak langsung berupa daya, air, jasa telekomunikasi, pemeliharaan sarana dan prasarana, uang lembur, transportasi, konsumsi, pajak, asuransi, dll.

Sekolah Penerima BOS

• Semua sekolah SD/SDLB/SMP negeri wajib menerima dana BOS. Bila sekolah tersebut menolak BOS maka sekolah dilarang memungut biaya dari peserta didik, orang tua atau wali peserta didik.
• Semua sekolah swasta yang telah memiliki ijin operasional yang tidak dikembangkan menjadi bertaraf internasional atau berbasis keunggulan lokal wajib menerima dana BOS.
• Bagi sekolah yang menolak BOS harus melalui persetujuan dengan orang tua siswa dan komite sekolah dan tetap menjamin kelangsungan pendidikan siswa miskin di sekolah tersebut.
• Seluruh sekolah yang menerima BOS harus mengikuti pedoman BOS yang telah ditetapkan oleh pemerintah.
• Sekolah negeri kategori RSBI dan SBI diperbolehkan memungut dana dari orang tua siswa yang mampu dengan persetujuan Komite Sekolah.
• Sekolah Negeri yang sebagian kelasnya sudah menerapkan sistem sekolah bertaraf RSBI atau SBI tetap di perbolehkan memungut dana dari orang tua siswa yang mampu dengan persetujuan Komite Sekolah, serta menggratiskan siswa miskin.

BOS dan Wajar 9 Tahun Yang Bermutu

• BOS harus menjadi sarana penting untuk meningkatkan akses dan mutu pendidikan dasar 9 tahun.
• Melalui BOS tidak boleh ada siswa miskin putus sekolah karena tidak mampu membayar iuran/pungutan yang dilakukan oleh sekolah.
• Anak lulusan sekolah setingkat SD, harus diupayakan kelangsungan pendidikannya ke sekolah setingkat SMP. Tidak boleh ada tamatan SD/setara tidak dapat melanjutkan ke SMP/setara dengan alasan mahalnya biaya masuk sekolah.
• Kepala sekolah mencari dan mengajak siswa SD/setara yang akan lulus dan berpotensi tidak melanjutkan sekolah untuk ditampung di SMP/setara. Demikian juga bila teridentifikasi anak putus sekolah yang masih berminat melanjutkan agar diajak kembali ke bangku sekolah.
• Kepala sekolah mencari dan mengajak siswa SD/setara yang akan lulus dan berpotensi tidak melanjutkan sekolah untuk ditampung di SMP/setara. Demikian juga bila teridentifikasi anak putus sekolah yang masih berminat melanjutkan agar diajak kembali ke bangku sekolah.
• BOS tidak menghalangi peserta didik, orang tua, atau walinya memberikan sumbangan sukarela yang tidak mengikat kepada sekolah

Program BOS dan Manajemen Berbasis Sekolah (MBS)

• Sekolah mengelola dana secara professional, transparan dan dipertanggung jawabkan.
• BOS harus menjadi sarana penting peningkatan pemberdayaan sekolah dalam rangka peningkatan akses, mutu dan manajemen sekolah.
• Sekolah harus memiliki Rencana Jangka Menengah yang disusun 4 tahunan.
• Sekolah harus menyusun Rencana Kerja Tahunan (RKT) dalam bentuk Rencana Kegiatan dan Anggaran Sekolah (RKAS), dimana dana BOS merupakan bagian itegral didalam RKAS tersebut.
• Rencana Jangka Menengah dan RKAS harus di setujui dalam rapat dewan pendidik setelah memperhatikan pertimbangan Komite Sekolah dan disahkan oleh Dinas Pendidikan kab/kota (untuk sekolah negeri) atau yayasan (untuk sekolah swasta). Seluruh peserta rapat ikut menandatangani berita acara persetujuan. Secara rinci diatur dalam Peraturan Mendiknas nomor 19 tahun 2007 tentang Standar Pengelolaan Pendidikan oleh Satuan Pendidikan dasar dan Menengah.
• BOS tidak menghalangi peserta didik, orang tua, atau walinya memberikan sumbangan sukarela yang tidak mengikat kepada sekolah

Tanggung Jawab Pemerintah dan Pemerintah Daerah

• Pemerintah dan Pemerintah Daerahbertanggung jawab terhadap  pendanaan biaya investasi dan biaya operasi satuan pendidikan bagi sekolah yang diselenggarakan oleh pemerintah/pemerintah daerah sampai terpenuhinya  Standar Nasional Pendidikan.
• Sekolah yang diselenggarakan oleh pemerintah/pemerintah daerah menjadi bertaraf internasional, selain dari pemerintah atau pemerintah daerah, pendanaan tambahan dapat juga bersumber dari masyarakat, bantuan pihak asing yang tidak mengikat, dan/atau sumber lain yang sah.
• Pemerintah dan pemerintah daerah dapat membantu pendanaan biaya non personalia sekolah yang diselenggarakan oleh masyarakat.

Tanggung Jawab Peserta Didik, Orang Tuan dan/atau Wali Peserta Didik

• Biaya pribadi peserta didik, mislnya uang saku/uang jajan, buku tulis dan alat-alat tulis, dan lain sebagainya.
• Pendanaan sebagian biaya investasi pendidikan dan/atau sebagian biaya operasi pendidikan tambahan yang di perlukan untuk pengembangan menjadi sekolah bertaraf internasional.
